I have 2 questions regarding the remaining and original estimate:
1. Is it possible not to allow a specific Jira user group/role to edit the original / remaining estimate?
2. Is it possible to not allow timelogs in tickets that have no remaining estimate left?

(1) Original/Remaining Estimate permissions
There isn't a method of limiting these fields via permissions - but these are feature requests for this functionality, check out JRACLOUD-61737 and JRACLOUD-31510 (even though it's closed)
You could also limit which users have access to the "Time Tracking Permissions", especially the permission "Work on Issues" which can impact Remaining Estimate through time spent.

(2) Limit time logs with no remaining estimate
I don't believe there's a native way of doing this - but I'd be careful implementing a solution for this.
If you stop users logging time it won't mean they're not working on an issue, you just won't know about it. This will make it hard to tell how often a work item is underestimated.
I think it'd be better to report how often time spent is higher than the estimate.
