I want to restrict the component creation at Jira Admin level only

Are you using native Jira components in your Spaces or Compass Components?
The ability to create native Jira Components is allocated to users in the Administrators role on the Space. With native Jira functionality it isn't possible to split up to restrict a subset of the capabilities granted to the Space Administrator role.
To restrict the ability to Jira Admins only you would have to not assign users to the Administrator role on the Spaces. That would make Jira Admins responsible for all Space administration activities.
Currently any user is able to create the component
I am unable to find where I have to restrict this to Jira Admin only

Can you provide a screen image showing where users are creating components?

Component creation in Jira is controlled by the Administer Projects permission. Only users with this permission can create, edit, or delete components. To restrict this, update the project’s permission scheme so that only Admins or Jira Administrators have the Administer Projects access, and remove all other users or roles.

Component creation in Jira Cloud is controlled by the Administer Projects permission in your space's permission scheme. Only users with that permission can add or manage components.
To restrict it to Jira Admins only, you'd need to remove the Administer Projects permission from any project roles or groups that regular users belong to, leaving it only for the jira-administrators group.
One important thing to be aware of though, there's no standalone permission just for components. It's bundled with the full Administer Projects permission, so whoever has it will also be able to manage versions and project roles. There's currently no native way to allow component creation for some admins but not others.
