How to request one or more Jira instances

Hi there, 

Can I know how to request one or more Jira instances - like we would to like to have dev,test and other instances depending on the vendors. 

Is there a price involved for this?

Who provides your Jira instances at the moment?  An internal team or sub-organisation?  Atlassian Cloud?  A third party?

For Cloud, you simply buy more Cloud systems for each dev/test/other system you need.

There is a "developer" account you can get, but it's limited in users.

Can I know the process of getting developer account, I want to enable authentication ldap or microsoft federation - for this we need a dev/test cloud so that we can test before rolling out to all users.

But for LDAP, you are going to need Atlassian Access as well, for which you do not get a development licence.
