As a site admin U need to be able to revoke site access, change user roles of an other admin users

We have a user with role site administrator.
1. This user is not employed anymore, but still has access.
2. There is no contact possible with employee
With an other user with role administrator: For the user we want to revoke site access, for the other admin roles
- not possible because user role as administrator (= error / warning message)
- not possible to change role back to basic
- not possible to login "as user"
For an employee that leave you simply deactivate them under Jira settings > user management
For an active user if you want to remove their admin access you remove them the associated group access. Again under Jira settings > user management > groups.
