How can I restore my permanently deleted project?

Projects are first moved to the trash for a period of 60 days before they are permanently deleted. Have you check the trash bin for projects yet?
settings > Projects > Trash
If it is not there, then it is gone for good. You should invest in a good Backup and Recovery app that provides for granular restore such as the one by Revyz: https://marketplace.atlassian.com/apps/1228694/revyz-data-manager-for-jira-backup-restore-analyze-optimize?hosting=cloud&tab=overview (full transparency, I am an advisor for the app).

I am from Revyz If you have deleted a project, as John has called out, if you have deleted a project, you have 60 days to recover it back after which it is gone for ever.

This is not possible with native Jira features, however you can search for the Atlassian's app named Rewind, which can help you recover the perma deleted projects.

Bear in mind that you have to have installed recovery apps before you delete things, they can not recover data that is completely deleted.
You can recover from a backup too, but that also requires you to have taken one before the delete!

Are you sure we have the same understanding of what "permanently" means?

To permanently delete a project, you must first move the project to trash. Once you permanently delete a project from the trash, you won't be able to recover it. If you think that you might need a project later, we recommend that you either archive projects or hide projects instead.
