A Jira user has been disabled due to extended time off. Now that this JRA user has returned, we need to reactivate the account.
I have looked on the Jira Community board and have followed steps to go to Admin user, find the user, click on their name and reactivate. But I do not see a Reactivate button.
I have Jira Org & Site Admin access, but do not see a reactivate button/link for this user.

Have you tried accessing the Atlassian Administration section (Directory Tab) for your Jira Cloud instance? (screenshot attached)
You should be able to see the user on a "Suspended" status (remove any filters as the user might be hidden), and clicking on "Restore access" should re-enable the Jira account and access.

I did but there is no domain set up for our Jira instance
