The information I've found on this topic online is either 10+ years old or unclear, so I want be sure if a feature like this still exists. Is there a way to cancel issues in Jira in a way that I can 'recover' them in case I need them again?

The way to cancel an issue should simply be that you have a status in your workflow called Cancelled or Canceled, that you can move your issue to. Then you can have a transition from that status back to In Progress or other status to bring it back if you like.
