I'm looking to pull a report of all issues completed for a specified date range, to calculate % of story points completed for each of our company priorities.
So far I have gone to the issues tab, exported all issues that are 'Completed' status, and have a resolution date within the range I need. This doesn't produce all tickets though, some are missing.
Does anyone have experience with this, or is there a better way to pull this? By sprint, perhaps?

Tell us about the issues you think should be included that are missing? Are they not in the Completed status? What type of issues are they? Is their Resolution date outside of the specified range?
The tickets that are missing are all tickets that have a completed status and who's resolution date are within the range I am pulling, yet they do not show up in the exports.

Can you show us the filter you are using to retrieve issues?
Can you show us the details of one of the missing issues (status, issue type, date fields)?
