I requested the Org Admin to follow the instructions on this page to provide access to managing Teams, but these options don't exist. https://support.atlassian.com/platform-experiences/docs/delegate-permissions-for-team-types/

Requirement: Provide Site Admin access to add and delete team members to the Team (without being a part of the team). Currently, only Org Admins are able to do this.

Controlling things like Groups and Users and Teams are reserved for Org Admins. So, unfortunately, if you need someone to be able to do that, they need to be an Org Admin if the person is not a part of the Team.
