How to prevent an issue from being added to an active sprint unless checklist items are checked off?

Is there an automation rule for the following scenario?

Assignee must check off specific items on a checklist before moving an issue from the "Backlog" or "Sprint Backlog" into an Active Sprint.

why not consider restricting who can update the sprint field? It seems that having a scrum master that knows/follows the rules would be the best agile approach.
