How to prevent Fix Versions field from mandatory

The Jira Fix Versions is not a custom field. Where can we edit this field to stop it from being a mandatory field when moving from one status to another status in a workflow?

If the field is required in just one or some transitions in your workflow, that usually because there is a workflow validator (in company managed projects) or a workflow rule (in team managed projects) enforcing the behaviour on that specific transition. In that case, go to project settings, locate the workflow and check the settings on the transition(s) and remove the validator or the rule.

If you notice the filed being required all the time, then it might be a setting in the field configuration scheme (company managed projects) or the screen configuration (team managed projects). In both cases, the field can be configured as required. To remove the setting, either edit the field configuration or the screen configuration to remove the restriction.
