How to permit to access JIRA board to non-IBMer in Enterprise JIRA board

We are using the enterprise JIRA board.

We need to give access to non-IBMer (our agency) to access this IBM JIRA board. How can we do that?

You will need to give them access to your Jira via an account, and make sure that account has access to the board and issues.

'Add users to a role' accept only IBM email. I try external user, that is not working.

Roles do not accept emails, they accept users.  They accept email as an identifier for a user account.

You need to get a user added for your non-IBMer, then you'll be able to add them to the role.
