How to move custom fields in/out description area of issue layout

Recently some of our custom fields that we created have moved from the primary fields listed in the right sidebar to appear in the description area. But when I go to the Issue Layout, it won't let me moving anything out of the Description Area into Primary Fields or vice versa. How do I move things between the Description Area and Primary Fields?

Unfortunately, the only custom fields that you can put in the "Description Area" are multi-line text fields. Basically the same kind of field that is used for the actual issue description. Everything else has to be in the right column.
