How to migrate existing JIRA issues and customized workflow to new server ?

We (OEM ) are in the process of migrating existing JIRA system ( tracked issues with custom workflow ) from Off-shore development Center to OEM location.

JIRA license had been recently bought.

Kindly advice the procedure to allow no loss of information for existing issues and custom workflow migration.

There's a big question here - is the target JIRA new or is this actually a "merge" process?  (As in, you're already using the target JIRA and have data in it you want to keep)

If it is a merge, then that's a bigger more painful story.
