I'd like to mention a person in a comment. So I typed @ and name, but the person could not be able to be mentioned. (No users were shown even I typed @ and name.)
I don't know why, but when I type @ here now, the comment "continue @typing to search for a user" was shown and some persons are listed.
Could you please tell me how I can mention a person in the comment column?

I just started using JIRA this week. And I have not succeeded to mention a persons in the comment column. But I could mention you in this box. I don't know why...

usually the permission "Browser users and groups" from "Global permissions" is missing - you would need to check that with your Jira Administrator.
To make things easier you could refer them to the docs so they can double check:

I am a bit unsure what you mean by "I could mention you in this box...". Assuming you are referring to Community: this is a completely different system, managed by Atlassian and has nothing to do with permissions on your Jira system.
