How to make some member a project admin or board admin in jira projects as some of the team member within the project needs to have slightly higher permission than other members in the project ?

To make someone a project admin, you need to have the Administer Projects permission to add the user as the Administrators role in the project.
To be able to set someone as a board administrator, either you need to be the board administrator or even a project administrator.
