How to locate the workflow editor

Hi,

I am trying to prevent users from commenting on old Jiras that have been closed. I found this link but couldn't find the workflow editor.

The editor it is referring to is is the diagram of the workflow and you find it under Administration > Issues > Workflows and then select the workflow to edit. Check out https://confluence.atlassian.com/adminjiraserver/working-with-workflows-938847362.html
