Die Filter sollen Probleme basierend auf Kriterien zurückgeben, nicht auf einer Liste von Personen.
Es gibt keine native Methode, um eine Liste von Personen basierend auf ihrer Aktivität oder mangelnden Aktivität im Zusammenhang mit Problemen abzurufen.
Sie können ein Dashboard und ein zweidimensionales Filterstatistik-Gadget verwenden, um die Anzahl der Beobachtungen pro Reporter anzuzeigen, und diese Liste dann manuell mit einer bekannten vollständigen Liste möglicher Reporter vergleichen, um diejenigen zu finden, die fehlen.
Würden Sie den Erwerb einer Drittanbieter-App in Betracht ziehen, um Ihren Anforderungen gerecht zu werden? Ich weiß nicht, dass es eine solche App gibt, aber ich könnte ein wenig weiter recherchieren, wenn Sie das als Lösung in Betracht ziehen würden.

The filters are intended to return issues based on criteria, not a list of people.
There is no native method to retrieve a list of people based on their activity, or lack of activity, related to issues.
You can use a Dashboard and a Two Dimensional Filter Statistics gadget to show the count of observations per Reporter, and then manually compare that list to a known complete list of possible Reporters to find the ones that are missing.
Would you consider acquiring a third party app to meet your requirement? I don't know that such an app exists, but I could do a little additional research if you would consider that as a solution.
Is there a way to list all people in a filter who haven't posted any "observations"? Currently I can only filter all people with at least 1 post.
