How to link subtasks to tasks in Process Management workflow?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I've set up a Process Management workflow. I am able to create tasks and subtasks, but do not seem to be able to link the two. Posts and documentation online tell me how, but this is all I see:
Per https://confluence.atlassian.com/jiracoreserver073/creating-issues-and-sub-tasks-861257329.html I ought to see "Create subtask." No?
Happy to provide any more details the community would find helpful in helping me out.
