In order to invite users to your site, you need to have access to Atlassian Administration. You can check out the steps listed here: https://support.atlassian.com/user-management/docs/invite-a-user/

One needs to be an Organization admin, user access admin (only for products they administer) to be able to invite the user

To invite a user:

1. Go to Atlassian Administration. Select your organization if you have more than one.
2. Select Directory > Users.
3. Select Invite users.
4. Enter the email addresses for the users you want to invite.
5. Select roles for the apps that they need access to. We’ll add users to the default groups for the roles you assign.
6. Search for any other groups that you want to add the users to. You can also do this later.
7. Personalize their invitation if you wish, or choose not to send an invitation.
8. Select Invite users.
