How to import a project from one jira to another by system import ore system restore?
By project, I presume you only want a project, not the entire instance. System import or restore REPLACES the whole system. There is a plugin that will do a project. I believe there is a short term license to those needing it temporarily. Look in the marketplace. I don't know if it is available for the cloud.

Export the xml backup. then go to the target system and use the restore option. It restores everything, screens, custom fields, all schemes, and data. The attachments need to be moved separately

You need the plugin. There is no way to do it out of the box. Every item that makes up a JIRA system; all the schemes, fields, project name, etc. get IDs in the database that all the other parts point to. So even if you have the same names for all the parts they aren't going to have the same IDs unless the instances were built in the exact same order. The screen names, field names, etc. are just words. Behind the covers everything points to the database ID.

I've never used any plugin for that. The documentation in the marketplace should indicate where it can be used. I would talk with the cloud provider. I've only used server.
