I have created Project as Classic Project ->Scrum -> After I have added all user as Members.
I want to show issues into dashboard only to reported, all admin and assigned people only.
Currently all members can see others issue and they can have access to others issue with add/update/delete permission.

if the issues are shown on the dashboard, you just have to create the filters that select the issues correct, i.e. if you want to show everybody only the issues, they are assigned to, add and assignee=currentUser() part to the filter query.
This does not prevent users to search for other users issues and edit/transition them.
If you want to prevent that, you have to edit the permission scheme and set the permissions so that only the assignee can edit/transition issues.

To restrict the dashboard from some users. You need to share the dashboard with specific groups or specific project roles.
