How to handle multiple programs as program manager?

I have to manage multiple programs like - cloud upgrade, enhancements, development etc. related to multiple tools and their requirements are projects to be handed to external vendors under these programs. How to manage it in JIRA ? Are multiple JIRA projects required - like one JIRA project per Program with tool's  name as labels or can it be handed in single JIRA project?

Are you the only one performing these tasks? Or are there multiple people working on them?

If just you, then you can handle it with a single project and use components to keep each issue categorized. 

If multiple people, I would create multiple projects.
