This request came in and I am unfamiliar with this functionality. During my searching, I found this statement in support documentation:
"By default, you must be a Jira Administrator or Jira System Administrator to archive or restore issues. However, an administrator might also give you the Archive Issues for a Project and the Restore Issues for a Project permissions to archive and restore issues in a specific project. By default, these permissions are not enabled."
I can't find any documentation on how to actually grant this permission.

The information section on the right of your post + tags applied indicates that your deployment type for Jira is the Cloud version.
You cannot archive individual issues in Jira Cloud. You can only archive projects.
As per this article, Jira and site admins can archive and restore company-managed and team-managed projects. Project admins can only archive team-managed projects. The same applies to moving company-managed and team-managed projects to trash and restoring them.
This feature is available on Data Center (if that's what you're using).

Are you using JIRA cloud or JIRA data center? From memory archiving issues is only in JIRA Data center.
I only have access to a cloud version at the moment but if you have data center I think you can go to Project Setting > Issues Permissions > Archive Issues and add a user or group to this action.
