Can we give permissions to create initiatives and manage custom fields in jira plans to users?

Creating initiatives depends on project permissions. You're creating the initiative in a specific project - the user must have browse and create permission in the project they are creating the Initiative in. So depending on which projects are being used for Initiatives in the plan, that's where those users would need to have the permissions.

Managing custom fields in roadmaps plans will require edit permissions for that plan, each plan has different permissions for itself, you'll see it when you configure that plan, there's a user access section.
