How to give access to a user?

Hello everyone, we are using Jira OnDemand with Google Apps. I have added the XXXX users into our developers & users group and also added to some of the projects. When he tries to login to JIRA he sees the following message. Any ideas?

The user 'XXXX' has not been given access to Atlassian OnDemand by the administrators.

You will need to be granted access to some applications before you can login. You will still be able to view any content that is accessible to anonymous users.

You haven't added him to a group that can log in. Look at admin -> global permissions, that will list the groups you need to add him to (I'll bet on "jira-users")
