How to give ADMIN access for an user to JIRA Software

I have ADMIN access to my JIRA account and I am trying to give ADMIN access to one of my colleague to JIRA software.

But I am getting the below error.  Could you please help me on how to give the ADMIN access.

That is not an error. That is a warning about degraded performance.

What level of administrative access are you trying to give to the user? Are you trying to give them access to administer the application, or administer the site?

What steps have you executed to try to grant that access?
