I frequently work with a user who I want to appear on the top-level list of users next to the "Search Board" box.
I can see their icon on their assigned tasks on the board, and when I click Filter, I can select them as an Assignee. However, I cannot see them in the list of users along the top bar.
The users with red arrows are not assigned any tickets or tasks, but show up, and the user who has tasks assigned does not.

Is this a Team-managed or Company-managed project?
You might consider adding a Quick Filter for just that user. But there is no way to change the order of the avatars. You could open a support ticket with Atlassian to find out how those avatars are sorted.
