In our organization we are using JIRA for project management which is client provided. Now Client have given the JIRA to every his contractor. According to contractor security is defined. We are a part of Validation team and development team is not a part of our organization. Due to different security levels we are not able to see a bug is same bug is raised from other contractor. Will it be possible to overcome this issue with help of AI and w/o changing security level how come we will find that bug which are creating that is already filled by some other team member. Or During filling the bug on basis of keywords will it be possible to pop up the window for duplicate bug id ?
No you can't circumvent Issue Security.
Your only option is that you team is also part of that level, there is no way around this.

we don't know how the security level is configured on your project and if it use some dynamic field (please provide details).
If so, my suggestion is to close bug and link it to the existing one with a link type like "Duplicated" or something like it. Moreover, reporter of bug should be added to some field to the original bug so that he can have visibility.
This behaviour could be put in place through an automation based on the link event.

Security configured as per the contractor. Like we are part x organization then security level is visible to x organization only. So will not able to see the bug ticket associated with z organization. Also, there is one security option available "All Visible" this option will enable for certain users only which are part of parent organization.
