Can you please assist with creating a filter using these comments/commenters to review the quantity of each comment type? Ideally, this could be an actionable dashboard view.

I´m kinda struggling to understand the exact requirement. Could you please specify your use case in more details please? What exaclty would you like to filter? What are the filter criterias for your comments? which comments would you like to filter?

I'm not sure if this is exactly what you're looking for, but you may want to have a look at the app that my team and I are working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a number of so-called smart columns that aren’t natively available, including the first/last comment, first/last commenter, date of first/last comment, and many, many more.
This is how it looks in action:
As you can see above, you can easily sort and filter by your comment columns, and also use them across JXL's advanced features, such as support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting. Depending on your exact use case, you might be able to utilise these to model the desired view in just a couple of clicks.
