How to exclude an issue from one plan but not another?

I want to exclude an issue from one particular plan but not other plans. If I'm in the plan where i want an issue excluded, select the issue & exclude, save in Jira, it also excludes it from other plans. 
How can i get an issue to exclude from only a particular plan not all plans?

Unfortunately, I don't think you can exclude issues for a single plan versus another plan.
