How to enable download attachment from email to anonymous (not logged in)

Hi,

How can I enable to download files attached to comments  or issue without logging in ? 

We user JIRA for support, and when I send to my customer files attached, they are forced to log in. 

Our JIRA Service Desk is enabled for not registered as well, so anyone can easy send email and new issue is created. But when I respond and attach some file, reporter will recive email, and link to file, but cannnot download it.

There isn’t a way to do this as the files aren’t attached to the email. There is an open suggestion. JSDSERVER-3371
