This isn't really an "issue" thing and is more of a project thing but it can be (more on that in a bit).
Issue security is set on a project by project basis and can have a default level or always be manually set. If you have an issue you can't change the security on, it is either that a given user doesn't have permission in the project permission scheme to change the issue security OR as simple as "Issue Security" isn't on the edit screen for that issue type.
Each project can have its own or a shared issue security scheme and these are applicable to all issue types in a given project. If, however, in that project you want to have a specific issue type have a given security level (ether at create or somewhere in the issues workflow journey) you can have a workflow post function set that value.
There isn't (unless there is a plugin I am unaware of) a methodology to set a security level to a specific issue type globally in the system.
Just backing up the last sentence - there's no way to create a plugin that would set security levels by issue type, they are coded to work at the project level. The closest you could get is a listener that could set the level automatically on edits, but you'd still need all the projects to be using security schemes the listener knew how to deal with, and there'd be no way to stop humans setting the wrong levels.
