How to determine who created or invited an user

As admin we get prompted a user has joined our Jira or Confluence,  but none of the admins invited this user.  How do we determine who invited the user and to limit this to only users that have an Admin role not basic or trusted.

Can you go to admin - system - audit log and search for the user to see who added?

Audit logs is not under User management. It is under System

OK,  I found system logs and see when the user was created but log does not state which user created them which is what I am trying to figure out
