Right now we are using system messages to notify our team when a certain deadline is approaching with their assigned project. We essentially use this in replace of SLAs since SLAs can't be created to go off of a custom date field.
Since some of our time line is based on business and banking holidays, can a system message be created to respect business days and banking holidays?

The only way is by using SLA Automation, but if you would rather not use Jiras' SLA, I suggest trying third-party add-ons.
For instance, with the SLA Time and Report for Jira add-on, you can set up your SLA with any custom Work schedule and Start/Pause/Stop conditions (out of the custom field value as well).
The app will send notifications only during Work time, respecting holidays.

Yeah I can't use SLA's because I was told they can only generate by the date the ticket is created.
