Hi all, I am looking for an automatic rule that meets the following conditions.
"Automatically close backlog item (except bug) older than 1 year to Won't Do".

Welcome to the community.
You can do that with the Automation feature. Here are a couple of images. You would need to modify the jql for your needs. The Trigger is "Scheduled" and the Action is "Transition Issue"

Note that Trudy moves the issue to Done. For Jira Cloud, there is no "undo" so deleting may not be a good idea because once an item is gone, it is gone!
Instead consider adding a custom field (or other indicator), such as "Abandoned". You may then mark items this way, hide them from boards, and still find them again when desired.
As an added bonus, marking things as Abandoned gives you something deleting doesn't: it helps you measure/analyze how much throw-away work you had and why, potentially leading to other improvements.
