How to create additional "Assign" button on issues screen and place next to "Add" comment button

It's hard for users to remember to use the Assign button when they are trying to add a comment and assign to someone. Would like users to use the Assign in this case so than watchers get just one email and not 2 if we add a comment and then assign as two separate steps.

Placing an additional Assign button next to add new comment button will help remind users.

This is a matter of user and process education, not duplicating functions in the interface.  Moving assign makes little sense, as it would be in the wrong place (people look for the people section when they want to change a person), and duplicating it is unnecessary.

I agree it's a user training and process issue.

I am just checking if there is already a way to customize the page/button placement. That was not a feature request.
