How to create a general list of files.

I am looking for a way to cleanly present releases and patches to others in our company and we would like to have it in the same location as our bug tracking and software development platform (which is Jira).

I have set up restrictions as I would expect them to be. i.e. a user that is a member of "Reporter" group would be able to report bugs (one project) and access releases/patches (second project) however they would not be able to see finer development based issues as that is more or less just a distraction for them. 

What I can not configure is a very simple list of versions/patches that a "Reporter" can see. There is no real use for a Kanban or scrum. Additionally, it does not appear that I can attach files to a specific release. 

Ideally I could attach an installer or zip file to a release. The "Reporter" would not have permission to create of view issues in the associated project but they would have access to the installer or zip needed to get the desired version.

Hi @Chris VanOosterhout , I'm not sure I understand the use case. If you need to present a list of versions or patches, you can enter them under 'versions' in the project settings. Wouldn't that work?
