Welcome to the use of Jira as you may have realised by now there are multiple ways of achieving the same outcome so I will answer based upon the general use but recognising that many people will do things in different ways for the detail.
If you have not already looked at it I would watch the video at https://www.youtube.com/watch?v=bUL1D7pCfLI which shows how to capture business requirements in Confluence and then transfer these as a set of Jira tasks. This is certainly a good method to achieve the quick population of a list of activity.
Now looking at your requirements
activities, tasks, - these are created as your issues (and optionally Epics and Subtasks)
timelines - by using the due date field you can determine when issues are due to be delivered
activity & task owners - this is the assignee field that is used to indicate the person with the current action.
From the above you will see that an activity has only one due date and one assignee. So if you wish to use Jira to track multiple deadlines/user activity you need to make careful use of the hierarchy of Epic, Standard Issue, Sub-task.
If you need to do more extensive project management than described above you need to have additional tools in your Jira installation such as Portfolio, Jira Align or other 3rd party vendor tools.
