How to convey ranking changes to related issues in other projects

Our setup:

  • Main project where ideas are logged, ranked, advanced for development
  • 3 projects for our different development teams as they each do different types of work and have different processes. 
  • When an issue in the main project moves to development, a status called "In Development",  an issue is created in the appropriate development project with an "Implemented" link.

Problem:

We have a board that shows the main project issues that are In Development. These issues may be moved up or down in the board changing their ranking. Problem is the ranking change has NO impact on the Implemented issues in the Dev projects meaning the developers, unless told, do not know the issue they were working on may not be the highest priority anymore. The Priority field is simply used to reflect an overall urgency, not an order issues need to be worked on.

Any suggestions on how issues in the development projects can have their ranking change to correlate to changes in the Main Project? There is the option of using Big Picture or Structure but of course there is a cost associated with that.
