Hello Raaj,

Welcome to Atlassian Community!

Natively, Jira doesn't have a feature to send SMS to users. 

There was a feature request suggesting this, but it was closed as "Won't do":

Currently, it's necessary to use an add-on like JEMH that is available for Jira Cloud Standard and Premium. That's the only add-on I found that has this functionality for Jira Software.
