How to change the title of the "Create issue" tab on the top navigator bar

I edit the config file

"\atlassian-jira\WEB-INF\classes\com\atlassian\jira\web\action\JiraWebActionSupport.properties"

in Line 604: "alt.text.createnewissue = Create issue" to another string "alt.text.createnewissue = Create someting". But I see nothing changed after restarting the Jira.

Can anyone tell me how to costomize the title? Thanks.

I've found out the reason. It does work by editing the JiraWebActionSupport.properties file. Thanks.
