A parent task shows a numbered list of all sub-tasks connected to it in the body of the ticket. Normally, the sub-tasks are shown in the order in which they were added to the parent regardless of any other aspect (number, date, etc.). Therefore, number one in the list will be the sub-task that was added before all other sub-tasks.
Similarly, tasks are also listed in an epic - the ones added to the epic most recently are at the bottom of the list (the list is not numbered). However, in an epic's task list a task can be moved either to the top or the bottom of this list by using 'Rank to top' and 'Rank to bottom'. This way all tasks in this list can be moved around and a list created that reflects some criterion.
In the list of sub-tasks there are also the 'Rank to top' and 'Rank to bottom' options but they don't produce the same effect. The numbered list of sub-tasks remains the same. Is there any reason for this? Does ranking sub-tasks mean something different?

Can you provide screen images for how you are viewing the Epic with child issues and the Issues with sub-tasks, where you see the "Rank to' options?

The lists contain links to tasks and sub-tasks. At the end of each line there are 3 dots and under those there is an options menu.

Are you working with a Team Managed project or a Company Managed project? It will say at the bottom of the navigation pane on the left.
Are you working with a Software project, Service project, or Business/Work Management project?
When I look at a the issue view for a Story with Sub-tasks and an Epic with child Stories in either a Company Managed or Team Managed Software project, I don't see the three dots you mention.
