Unable to map field under 'Import from File - Field mapping' for a custom field created at a Test case - Test step level.

If you use the external system import you can map to custom fields. You will need to make sure that the custom field is in the field scheme for the project you are importing into. https://confluence.atlassian.com/adminjiraserver/importing-data-from-csv-938847533.html
