How to best use Insights as a Product Manager

I've recently joined an organization with an existing Cloud Jira implementation where Jira is used for sprint planning and to develop a product roadmap. There is an Ideas board where product ideas can be added, and within these ideas there is the ability to add Insights, which I think is very powerful.

However, what I am struggling with is I can't determine how to best utilize Insights. I can't seem to find a way to create an Insight without an idea existing beforehand. But surely it should be the other way around - collect Insights, and tie them to a new Idea once enough Insights are collected to make the Idea "appear".

So, I feel like I am missing something? Or does everyone just make ideas first, then look for insights to validate?
