How to automate whether an issue is complete?

I am brand new jira admin and I kind of got thrown into this so pardon me if I am wayyy off. I am trying to set a conditional that run when an Issue is complete. Am I doing this right?

Can you explain why you're wanting to do this? What are you wanting to achieve? To me, every issue that is Complete will have a status of Done, which is why I'm asking.

I want it to send an email out with specific custom fields for record keeping purposes.
