I am trying to automate importing MS Forms (used for request tickets) and import into the Backlog of my JIRA project.

It looks like there are ways to have an MS Forms submission generate an issue in JIRA using Microsoft Power Automate.

Other than that, JIRA supports import of data in a few formats; CSV and JSON being two. Here are links to articles about each of those

You would, of course, have to figure out how to get the MS Forms data into one of those formats.
