How to attach file in Jira

How can I attach file like this? Where can I find the option? I'm trying to attach a ZIP file to an issue in https://unicode-org.atlassian.net/

Hi @Fense Ling and welcome to the community,

assumed you have the permission to there is an "Attach" button when you open an issue (see screenshot)
