How to associate Jira Issue links with specific Issue Types

Version of Jira is 8.6.1

How do you associate an Issue Link Type with a Specific Issue type.  For example if a user selects the Blocks link type I only want specific Issue type to be available to select?

Is that Possible?

Can I create a parent child Issue Link and associate with our custom Issue Hierarchy?

You don't.  Issue links are globally available.  Every type of link can be used with any type of issue.

There are two exceptions - Epic Links and Parent-Child links.  But you can't get to those directly.
