How to assign tickets to client

We are trying to use ticketing system to submit DQ reports to the client and get their approval. 

We are not having options to assign the ticket to the client resource. 

Kindly provide us with options available.

You will need to look at your permissions for the project, making sure that the clients Jira accounts are included in the "assignable user" permission.
